UK Councils Intend to Sell Off Community Hubs and Leisure Facilities to Balance Books

Based on a recent survey of local authorities, UK councils are planning to offload community centers, athletic facilities, and shopping arcades as they rely on a fire sale of properties to stabilize finances.

Increasing Fiscal Challenges Prompt Asset Sales

The Key Cities Group for second-tier cities in England stated that 60% of local authorities are intending to sell assets to cover the escalating costs of adult and children’s social care.

Local governments have in the past come under fire for selling playing fields and open spaces to shore up their finances, but they argue they must continue to generate essential revenue from asset sales or face insolvency.

The group said that a high proportion of councils attempting to raise money from a fire sale of holdings marked “a clear change from 2024, when the majority (six in ten) of municipal officials stated they would focus on restructuring services and using savings to manage growing fiscal pressures.”

Specific Examples of Proposed Disposals

Medway Council in southeast England said its property management strategy featured the disposal of a shopping centre in a local town and a social club in Rochester to raise 20 million pounds over the next half-decade.

  • A local golf course and commercial properties owned in two English counties, which all generate rent for Medway council, will also be disposed of under the plan.

Council Tax Rises and Broader Fiscal Strains

The survey of local authorities in the coalition, which covers several urban centers, also found that over seven in ten of authorities will have to increase local levies next spring to cover the rising cost of essential services, higher levels of homelessness, and a longstanding accommodation deficit.

Medway council explained it will proceed with property disposals after steep rises in the cost of children services, support for vulnerable learners, adult social care, and temporary accommodation.

“We are taking creative strategies but some of these require time to deliver both improved services and financial savings,” stated Vince Maple.

He continued: “There are demographic pressures which will continue to add to the strains we have. As a unitary authority, we had a 91% cut in our revenue support grant from over the past decade, which is extremely difficult.”

Countrywide Patterns and Forecasts

A survey of regional authorities this week further found local finances being strained by the growing number of young people and older individuals needing Send support.

A network of councils said that local shortfalls will reach £4.4bn a year by 2029, as they struggle to cope with rising needs.

Government officials have delayed scheduled changes to the special educational needs framework until the coming year after a white paper outlining those changes was recently delayed.

Disadvantage and Financial Shortfalls

According to the most recent indices of deprivation (the Index of Multiple Deprivation) for UK local authorities, many participating urban areas were included in the most disadvantaged in the country.

  • “Participating urban centers like Hull, Bradford, Stoke-on-Trent, Sunderland and Wolverhampton place in the top 30 nationally under the 2025 IMD measures,” said the study.

“Although only a single urban area is among the top 10 for deprived neighbourhoods nationally, cities are much more prone to be in the worst-off 20% of England. The figures underscores the scale of challenges facing municipal officials across major urban centers in the next twelve months,” the analysis concluded.

“Council officials have been explicit about the need for a fair and sustainable funding system that accounts for and addresses the actual extent of deprivation and demand,” stated a council leader.

“Lacking this, councils will continue to face impossible choices around which vital provisions to allocate spend to, and which to cut, to the disadvantage of their communities.”

One in five of councils have reduced or weakened care services in the last year, the study revealed.
