BBC Gaza Programme Considered a 'Major' Breach of Broadcasting Rules, States UK Media Regulator

The BBC was found to have committed a "significant breach" of media regulations by omitting to mention that the presenter of a film about the Gaza situation was the child of a Hamas representative, according to regulatory body Ofcom.

An probe by the media regulator into the documentary titled Gaza: How to Survive a Warzone has determined that the film was "significantly deceptive".

The chief executive of the broadcaster had earlier expressed regret, saying there had been "a serious error in relation to accuracy".

The authority has ordered the corporation to broadcast a peak-time declaration about its conclusions.

"Since this amounts to a significant violation of our rules, we are directing the BBC to air a announcement of our conclusions against it on BBC2 at nine o'clock in the evening, with a schedule to be confirmed," the regulator stated.

'Risk to Damage Credibility'

The regulator's announcement stated: "The inquiry we conducted found that the film's lack of disclosure that the presenter's parent occupied a position in the Hamas-controlled authority was materially misleading.

"This implied that the audience did not have critical information which may have been very significant to their judgment of the presenter and the content he provided.

"Credibility is at the heart of the connection between a media organization and its audience, particularly for a public service broadcaster such as the public broadcaster.

"This failing had the risk to undermine the exceptionally strong levels of credibility that viewers would have placed in a BBC factual programme about the Gaza conflict."

The programme was withdrawn from the BBC's streaming service in the month of February after the narrator's personal associations were revealed, and in the month of July an corporation's own inquiry found it infringed the organization's content policies on truthfulness.

A corporation official stated: "The authority's determination is in agreement with the conclusions of the internal assessment, that there was a major oversight in the documentary in relation to the broadcaster's journalistic policies on factual correctness, which aligns with regulation 2.2 of the regulator's media standards.

"We expressed regret for this and we agree with the regulator's ruling in its entirety. We will comply with the directive as soon as the timing and wording are determined."
